Due to surplus produce, government of the day decided to purchase the surplus grain. Government did not handle the storage of grain themselves, but appointed so-called Grain Storage Agents or Co-Ops as they are known today. The Grain Industry is one of the largest agricultural industries in South Africa, contributing more than 30 percent to the total gross value of agricultural production according to the International Trade Administration publication in September 2021.
